Conceptual framework for Phase II |
|

(I) Scaling-up Activities: |
|
|
|
Scaling-up activities are those
activities for which extension services were provided during
Phase-I. Targets of these activities will be scaled-up on the
basis of demand from the additional tannery units. Following
are the major scaling-up activities:
* Environmental Audits
* Action Plans
* CP Options Designs
* Implementation of Cleaner Technologies
* Training & Human Resource Development |

(II) Diversification Activities |
|
Diversification activities are those activities
which were not part of Phase-I; however, the demand has generated
due to the development of environmental legislation both at
the national and international levels and better awareness of
tanners about environmental issues. |

Assistance for Self-monitoring: |
|
In the 'Self-monitoring' reports, like other industries,
tanneries will report on the priority parameters. Tanning and
leather finishing is included in Category-A. Selected parameters
for tanneries are effluent flow, temperature, pH, BOD5, COD,
TSS, Sulphide, oil & grease, Chromium (trivalent), Chromium
(hexavalent), TDS, and Phenolic compounds. Category-A industries
will report monthly. Tanners need technical assistance for the
preparation of these reports and developing a permanent system
under which these reports should be correctly prepared every
month. Due to these reasons activity of assistance for 'Self-monitoring'
is included in the planning of ICTP Phase-II. |

Development of Environmental Management Systems: |
|
EMS is the basic framework for securing and maintaining
the ISO 14000 certification. EMS requires environmental reporting
at different stages of manufacturing, i.e. raw material source
and type to the marketing of the manufactured product. Development
and implementation of EMS is pre-requisite for ISO 14000. Due
to these considerations assistance for the development and implementation
of EMS is included in the scope of work of ICTP Phase-II. |

Implementation of Secondary Treatment Plants for
NEQS Compliance: |
|
Implementation of Cleaner Production (CP) and Cleaner
Technologies (CT) reduce pollution and hydraulic loads in the
range of 30-50%. Pollution levels of tannery effluent remain
high even after implementation of CP and CT options. NEQS compliance
can be achieved through secondary treatment. One of the objectives
of ICTP Phase-II is to demonstrate that NEQS compliance can
be achieved in the leather sector of Pakistan. |
